Houston's Emergency Plan
The City of Houston Emergency Management Plan was created to ensure that necessary government functions operate during and after disasters. The plan is comprised of the "Basic Plan" which provides a general overview of City emergency procedures as well as functional annexes detailing necessary elements of the City's response as they relate to specific City operations.
