
Sharon A. Nalls, CEM, TEM
Emergency Management Coordinator, City of Houston
Sharon Nalls joined the City of Houston Office of Emergency Management in June 1997 and assumed her current position of Emergency Management Coordinator in July 2003. As Emergency Management Coordinator, she serves as the City’s emergency management program manager. She has been actively involved in Houston’s Metropolitan Medical Response System (MMRS) since the program’s inception in 1997, taking an active role in facilitating a collaborative partnership for enhancement of health and medical disaster response planning within the local public health and medical community.
Sharon has 32 years of disaster preparedness, planning, and response experience as program manager within both local emergency management organizations and the American Red Cross. She has served on numerous disaster relief operations across the country including Hurricane Ike, back to back hurricanes Katrina and Rita, Tropical Storm Allison, the Loma Prieta Earthquake, and Tri-State Tornadoes to name a few.
Sharon is a 1979 graduate of the University of Mary Hardin-Baylor in Belton, Texas, where she gained a Bachelor of Science degree in Behavioral Sciences. Sharon has earned the Texas Emergency Manager (TEM) certification from the Emergency Management Association of Texas (EMAT) and the Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers (IAEM).
Sharon is the current President of the Emergency Management Association of Texas (EMAT), and serves as chairperson of various statewide emergency management planning committees. Sharon also serves as facilitator of the Houston Area Hospitals Emergency Management Collaborative (HAHEMC).
